The VBA has confirmed, after consulting with industry stakeholders, that operators must close below-ground sluice valves by rotating the key anti-clockwise. Clause 9.3.2.2(c) of AS 2419.1:2021 does not apply to these specific valves.

Background Information

Clause 9.3.2.2(a) of AS 2419.1:2021 appears to alter the operation of below-ground key-operated fire service sluice valves. Notably, the phrase “that close by rotating the key anti-clockwise” was omitted from the AS 2419.1:2017 version. Clause 9.3.2.2(c) of AS 2419.1:2021 specifies that fire hydrant valves must close by rotating the wheel clockwise, complicating the situation. The previous standard, AS 2419.1:2005, did not impose a specific closure direction for these valves and referenced AS 2638, allowing closure in either direction.

These changes have led to confusion within the fire hydrant system industry, impacting installers, testers, and emergency responders regarding the operation of below-ground key-operated sluice valves. Historically, operators have closed these valves by turning the key anti-clockwise.

Key Clarifications

Clause 9.3.2.2(a) of AS 2419.1:2021 specifies that below-ground isolating valves must be key-operated sluice valves if the valve is not installed in a fully drained pit. A careful reading of Clause 9.3.2.2 reveals that Clause 9.3.2.2(c) pertains to wheel-operated valves installed in fully drained pits as specified in Clause 9.3.2.2(b) of AS 2419.1:2021.

The VBA confirms these points based on industry consultations:

  • Clause 9.3.2.2(c) of AS 2419.1:2021 does not apply to below-ground key-operated sluice valves.
  • To close these valves, operators should rotate the key anti-clockwise. This method aligns with the requirements of Clause 9.3.2.2(a) of AS 2419.1:2021 and is consistent with Clause 9.4.2.2 of AS 2419.1:2017, reflecting standard industry practice in Victoria.

The VBA recommends reintroducing the phrase “that close by rotating the key anti-clockwise” into Clause 9.3.2.2(a) of AS 2419.1:2021. This suggestion has been forwarded to the FP009 (Fire Hydrant) Committee of Standards Australia.
